A new Marine Risk Management Policy will come into force from 1 May, 2013 for vetting all tankers calling at Sheskaris Oil Terminal, IPP Terminal (piers 26 and 27) and Fuel oil Terminal (pier No. 25, 25a).
EU: Tentative agreement on European satellite navigation systems

The Council of the European Union has issued a press release stating that it and the European Parliament have reached tentative agreement on financing and governance of the European satellite navigation systems (EGNOS and Galileo).
EU: Proposed Ship Recycling Fund foundered

In the Plenary of the EU Parliament, on 18th April, a proposal by the Environment Committee (ENVI) of the European Parliament for the creation of a recycling fund/guarantee system to "eliminate beaching and environmentally unfriendly recycling on top of the 2009 Hong Kong Convention (HKC)", was narrowly defeated.
Adoption of a New European Union GHG Emissions Monitoring and Reporting Mechanism Regulation

Following a first-reading agreement with the European Parliament, on 22nd April 2013, the Council adopted the regulation on a mechanism for monitoring and reporting greenhouse gas emissions and for reporting other information at national and EU level relevant to climate change, which will replace the current monitoring mechanism established under decision 280/2004/EC.
Finland and Greece Ratify ILO MLC 2006

The Government of Finland and Greece became the 33rd and 34th International Labour Office ILO member State to ratify the Maritime Labour Convention, 2006 (MLC, 2006). The landmark Convention sets out decent working and living conditions for seafarers as well as fair competition for ship-owners. The MLC, 2006 will enter into force on August 20, 2013, 12 months after the date on which it was ratified by 30 Members.
